points for ICT resources. Some telecentres are commercially run. These usually offer limited services (like telephone) that generate profits. Commercial “cybercafes”
are usually restricted to urban centres. By contrast, donor-funded centres, usually located in remote, impoverished, or rural areas, tend to offer a wide range
of services like radio, fax, computers, e-mail and web. Although donor-funded centres are undertaken to service specific developmental objectives, few have proven to be
sustainable to date
